The United Nations International Law Commission has just published the eight report on the ‘protection of persons in the event of disasters’, drafted by Special Rapporteur Eduardo Valencia Ospina. The report collects and summarizes comments made by States and International organizations to the draft articles the Commission is drafting on the same topic.

The Commission’s work may lay the basis for  the adoption of a new international treaty, establishing the rights and obligations of States and other international actors in preventing and responding to disasters.

As was the case with the previous report, Dr. Emanuele Sommario (Assistant Professor of International Law at the Scuola) was involved in the preparation of the document. The cooperation with the Commission takes place in the framework of the state-funded International Disaster Law Project, of which Dr. Sommario is one of the coordinators.

The document is available here.
