Performance Evaluation System



The performance evaluation of the Italian regional health systems is the Lab core competency. The evaluation system -designed by the MeS Lab and already implemented since 2004 within the Tuscan Region-, was adopted in 2008 by Liguria, Piedmont and Umbria. The number of memberships of this Italian Regional Collaborative has grown ever since. The current members of the network are: Basilicata, Calabria, Emilia Romagna, Friuli Venezia Giulia, Liguria, Lombardy, Marche, P.A. Trento, P.A. Bolzano, Puglia, Tuscany, Umbria and Veneto.

The Performance Evaluation System (PES) meets the objective of providing each Region with a measurement, comparison and representation method of their own performance and that of their Health Authorities. The sharing process has led to a selection of approximately 300 indicators. These are intended to describe and compare, through a benchmarking process, some dimensions of the health system performance: population health status, ability to follow the regional strategies, health assessment, evaluation of the experience of users and that of employees, the assessment of the economic and financial dynamic and of the operational efficiency.

Results are represented through a dartboard diagram, which provides an immediate overall picture on the performance achieved by the Region and/or Health Authority. The analysis takes place both at a regional and authority level.
