Bio

Dr Francesca Biondi Dal Monte is Associate Professor in Constitutional Law at the Scuola Superiore Sant'Anna, where she is the coordinator of the DREAM research area of the DIRPOLIS Institute (www.https://www.santannapisa.it/en/dream-research-area). She got the Ph.D. in Constitutional Law from the University of Ferrara and she was a former student of Law at the Scuola Sant'Anna.

She is the author of two monographs and of the book "Diritto e Immigrazioni. Percorsi di diritto costituzionale", Il Mulino, 2022, as well as of many publications in national and international scientific journals and volumes. Her main research topics include immigration and asylum, welfare systems, rights of minors, protection of fundamental rights and sources of law. 

At the Scuola Superiore Sant'Anna, she is teaching modules on constituional law, immigration and asylum law and she is the coordinator og the Legal Clinic on Immigration and Asylum. In 2020 the Clinic has also elaborated two third party interventions before the European Court of Human Rights, presented on the 4th November 2020, in the cases S.B. and Others v. Italy, Application No. 12344/18, and M.R. v. Italy, Application No. 13302/18. Since 2014 she has been organizing summer schools on immigration law and several advanced trainings on immigration and international protection.

She has collaborated as project manager and legal adviser in several migration- and asylum-related research projects at national and EU level. She was the coordinator of the Jean Monnet Module MARS (www.mars.santannapisa.it) and she currently is responsible for the Scuola Sant'Anna of the Demetra project and Sirio Mifranti project, funded in the framework of the AMIF.

She has collaborated with several public administrations, including the Ministry of Labour and Social Policies on issues related to immigration, protection of social rights and the right to asylum in Italy.
