TRAINING PROGRAM IN PUBLIC PROCUREMENT LAW - ADMINISTRATIVE, PENAL AND ETHICAL ISSUES. APPLY ONLINE BY 16th DECEMBER 2016

A training program in “Public Procurement Law: Administrative, Penal and Ethical Issues” , coordinated by Gaetana Morgante, Professor of Criminal Law at Sant’Anna School Dirpolis (Law, Politics, Development), will be held over a five-month period, January-May 2017; applications can be submitted by Friday, 16 December.

The course comprises of 4 modules, which can be attended separately, delivered in a five months period for a total of 100 learning hours. On completion of this course participants are expected to take part in the seminar “Dalla coltura del reato alla cultura della legalità: profili giuridici, economici ed etici degli appalti pubblici”.

The course is aimed at lawyer, legal professionals, law practitioners, accountants, judges, public administration officers, law and economics graduates, graduates in public administration and political science. The Bar Association of Pisa accredited the program; for completing successfully 4 modules participants gain 20 credits; each individual module is worth 4 credits.

The course objective is to train lawyers or public procurement professionals. Course lessons and case study exercises will provide a comprehensive analysis on all matters related to public procurement system in light of the new Code of Public Contracts. The course teachers will discuss about public sector ethics and offer purely legal and economic training activities in addition to a broad range of issues for promoting the culture of rights and responsibilities.

"The approach is interdisciplinary – the educational team explains - and will cover the administrative / policy issues related to the call for tenders; submission of bids; contract award procedure; execution of contract; performance of the services; valid, void, voidable and unenforceable contracts. A specific module will focus on issues related to the prevention of corruption with particular reference to the ANAC authority role; several lessons will be taught by ANAC members ".

"We will also address the issues arising in civil or criminal proceedings – the teachers add – such as the preliminary investigation stage and the application of coercive preventive measures. Several legal case studies on most important topics covered in the course will be presented to students ".
