System for measuring and evaluating the performance of hospitals: presented in Naples, it is the result of the collaboration between Agenas and the Management and Healthcare Laboratory (MeS) of the Management Institute of the Sant'Anna School

The analysis covers 2019 and is making available to Regions and Hospitals, about 70 indicators calculated for 52 hospitals, for which complete economic-management and organizational information and flows are provided

The National Agency for Regional Health Services (Agenas), in collaboration with the Management and Health Care Laboratory (MeS) of the Management Institute of the Sant'Anna School of Advanced Studies, presented in Naples the trial of the performance measurement and evaluation system for hospitals.

Inspired by the dimensions of Donabedian quality measurement - that is structure, process and outcome - the trial builds on two established measurement systems - the National Outcomes Program and the Regional Health Systems Evaluation System, adding a new perspective of analysis that photographs the organizational structure and some economic-management choices of hospitals.

"Evaluating the performance of healthcare services is among the institutional tasks of the National Agency for Regional Health Services", declares Domenico Mantoan, director general of Agenas, who goes on: "The 145/2018 law stipulates that the National Agency for Regional Health Services (Agenas) will realize a system for analyzing and monitoring the performance of healthcare companies that includes the economic-management, organizational, financial and accounting, clinical-assistance dimensions in addition to clinical effectiveness and diagnostic-therapeutic processes, quality, safety and outcome of care. The trial presented on July 8 by Agenas, in collaboration with the Management and Healthcare Laboratory (MeS) of the Management Institute of the Sant'Anna School of Advanced Studies, is an important starting point to support regions and companies in the integrated and multidimensional analysis of the performance of health services".

"The opportunity offered by the PNRR", states Sabina Nuti, rector of the Sant'Anna School, "requires our National Health Service and our regional and corporate health systems to make an additional effort in transparency and accountability. Only public confrontation on the results can permit directing investments toward those projects that will be able to return the highest added value and contribute to the reduction of the citizenship gap that is one of the transversal priorities of the plan itself".

The prototype was applied to the year 2019 to have the pre-pandemic starting point and to verify the reliability and relevance of the new indicators introduced with this work. The analysis, available to Regions and Hospitals, covers about 70 indicators calculated for 52 hospitals, companies for which all economic-management and organizational information and flows are provided.

The work represents a methodological proposal for calculating and representing results. This proposal will be developed, based on the feedback collected, and updated. The report includes a guide to consulting the indicators and summary representations, as well as reporting on how to calculate structure and process related indicators.
