Bio
Francesca Biondi Dal Monte is Associate Professor of Constitutional Law at the Scuola Superiore Sant’Anna, Vice Dean of the Class of Social Sciences, and the Rector’s Delegate for Bright Night activities—an event promoted by the European Commission with the aim of disseminating scientific culture and showcasing the social impact of research. Within the DIRPOLIS Institute, she coordinates the DREAM research area and also collaborates with the Interdisciplinary Centre on Sustainability and Climate. She obtained her PhD in Constitutional Law from the University of Ferrara and was a law student at the Scuola Superiore Sant’Anna.
She is the author of three monographs on immigration, education, and sources of law, as well as of the handbook Law and Immigration. Paths of Constitutional Law (Diritto e immigrazioni. Percorsi di diritto costituzionale), Il Mulino, 2022, co-authored with Professor Emanuele Rossi, and of numerous publications in national and international academic journals and edited volumes. Her main research interests include immigration and asylum, welfare systems, children’s rights, the protection of fundamental rights, sources of law, and constitutional reforms.
At the Scuola Superiore Sant’Anna, she teaches courses in Constitutional Law and Immigration Law and coordinates the Legal Clinic on Immigration and Asylum. At the University of Pisa, she co-teaches the course Migration Law with Professor Emanuele Rossi.
She has coordinated numerous research projects funded under national and European programmes, including the Jean Monnet Module Migration, Asylum and Rights of Minors (MARS); several projects funded by the Asylum, Migration and Integration Fund; the PRIN project UNITE – Universal Design for Education: Legal Perspectives for a New Conception of Intercultural Education and the CERV project It's Your History, Bro! Make Memories from Memories.
She has collaborated with various public administrations and international organizations, including the Council of Europe, the European Commission, and the Italian Ministry of Labour and Social Policies, on issues related to immigration, the protection of social rights, and the right to asylum in Italy.
