Sabina Nuti, rector of the Scuola Superiore Sant'Anna in Pisa, and Milena Vainieri, head of the MeS Laboratory of the Institute of Management of the Scuola Sant'Anna, are also among the authors of the document.
Resources are not enough (at least 40-50 billion euro are missing, according to reports by CERGAS SDA - Bocconi and C.R.E.A. Sanità): this is why interventions are needed to maintain the structure not only universalistic, but also fairness of healthcare.
The document is a sort of roadmap identifying fifteen principles for a reform of the National Health Service. Starting from an analysis of the critical aspects of the current health system, a plan is proposed to face the challenges of the future so that the right to health protection enunciated in Article 32 of the Constitution is guaranteed in substantial and not just formal terms.
