SNIP - Self-assessment Network Impact Program

Considering the characteristics and goals of the currently in-development European Digital Strategy, the SNIP Project aims at developing a self-assessment programme for stakeholders to assess users’ vulnerabilities by design and by default in compliance with the newly enacted Regulations approved as part of the EU Digital strategy, with a particular focus on obligations arising from the recently approved Digital Services Act. To this end, two main legal domains are investigated: the digital platforms regulatory frameworks, (including the ethical-legal dimension), and the protection of online users (considering, inter alia, rules emerging from data and consumer protection, and fundamental rights). From this perspective, SNIP will assess different scenarios where individuals can be qualified as vulnerable end-users of services provided through digital platforms and identify the main vulnerability drivers that platforms are able to exploit. The state of the art will be analysed by combining top-down and bottom-up approaches, with the ultimate goal of accelerating the national implementation of the recently approved EU legislative initiatives (in particular the Digital Services Act, the Digital Markets Act, the Data Governance Act, etc), fostering normative harmonization and the adoption of best practices and, lastly, enhancing end-users' rights through the mitigation of those vulnerabilities that are emerging in their interactions with digital platforms and service providers. Hence, SNIP will therefore contribute to the policy-making and standardisation processes occurring in the digital environment.
The program will include the development of policy and recommendations, awareness initiatives to mitigate the digital divide and the other identified risks for end-users, as well as the development of a smart self-assessment tool for service providers that could facilitate the compliance activities for a more trustworthy digital environment.
Competent authorities, consumers associations, and individuals will be involved both in the assessment of the state of the art and in the dissemination and validation process.
