A seminar and open discussion with Prof. Maria Chiara Carrozza, University of Milan-Bicocca

This lecture explores the dynamic, two-way relationship between Science for Policy and Policy for Science within the European Union, tracing how evidence-based research informs policymaking while forward-looking policies nurture scientific excellence.

The discussion will անդր venture into the ongoing evaluation of Horizon Europe and the proposed European Competitiveness Fund, examining their role in strengthening Europe’s research and innovation ecosystem. It will also provide insights into the development of the 10th Framework Programme (FP10), drawing on key contributions from the Letta, Draghi, and Heitor reports.

At the heart of the seminar lies the idea of the “Fifth Freedom” — the free movement of knowledge — envisioned as a cornerstone for Europe’s future.
