Responses To Inequalities in Non-communicable diseases: measurement and management challenges through an inter-regional perspectives
The present project aims at implementing proper algorithms for the identification of non-communicable diseases (NCD) across resident population, in order measure NCD prevalence, treatment pattern, healthcare resource utilization and costs, as well as to model NCD-related outcomes and their relations with socio-economic conditions, territorial aspects, and providers’ characteristics. The study context is represented by the resident population of three among the largest Italian regions, namely, Tuscany, Lombardy, and Sicily, which account for approximately 30% of total Italian population. Data are made available thanks to the collaboration with healthcare authorities of the three regions, and they include: hospital discharge records, ambulatory services utilization, pharmaceutical consumption, and mortality register. The integration of these data sources, together with contextual-related information of the context under analysis, allows the implementation of algorithms for the identification of NCD prevalence across the population of the three regions. The analysis of NCD prevalence, costs and outcome and their relationships with socio-economic conditions, territorial characteristics and providers’ resource availability addresses one of the key-societal challenges of the XXI century, given the relevance and expected trend of NCD in Western population and their impact in healthcare system sustainability. The project will be hosted by the Scuola Sant’Anna di Pisa (SSSA) with University Bicocca of Milan (UNIMIB) and University of Palermo (UNIPA) as partners. All the partners have strong background in quantitative methods for the analysis of healthcare data, and expertise in applied statistics for social science. Through the proposal of a standardized approach for the measurement and
modeling of NCD-related conditions, the current project provides evidence of paramount importance for NCD management and policy. The relevance of measuring and managing chronic conditions is also acknowledged in Mission 6 of the National Recovery and Resilience plan, which states as a major goal the improvement of the National Health System from an effectiveness and efficiency point of view. A central aim is to minimize the impact of social inequities among people accessing the health care system, in consideration that, with the outbreak of the pandemic, the problems previously encountered in the chronic diseases management system were further amplified.
