Reap - The Regulatory Analysis Project

The CISC-based Regulatory Analysis Project (ReAP) studies the way in which regulation shapes public policies at the European Union, national, regional or local level. It critically analyzes the regulatory design of public policies, with a view to assessing the effectiveness and coherence of regulation and making proposals to improve the existing regulatory frameworks

At its current stage of development, ReAP primarily analyzes the new features of regulation that stem from the interrelated macro-strategies of the European Union and how they contribute to the design of European society. We focus, in particular, on four main policy-fields: (i) the ecological transition, specifically meant as the set of legal and regulatory measures oriented to ensure ecosystem health and sustainability; (ii) the energy transition, as revised in the framework of the European Green Deal and the Clean Industrial Deal; (iii) the strategic autonomy of the European Union, including competitiveness, military security and defense; (iv) the digital transformation and its implications for the public sphere and the role of private actors.

Our work has three distinguishing features. First, it combines legal and regulatory competences with expertise from the various relevant policy-fields, in line with the fundamental vocation of CISC. Second, it takes a realistic and pragmatic approach, by paying the greatest attention to regulatory innovation and experimentalism, while at the same time relying on more traditional regulatory options. Third, the ReAP aims at providing accurate analyses and fresh ideas to policy-makers, rule-makers, high-ranking officials, social scientists and private actors, including ordinary citizens.

Our mission is to provide on a regular basis: (i) Regulatory Briefs, that is analyses providing stakeholders and policymakers with critical and actionable knowledge about the existing regulatory frameworks, their effects, points of strength and shortcomings; (ii) Roadmaps Reports, identifying the best available regulatory practices and providing guidance to public and private actors to navigate in the current legislative and regulatory landscapes; (iii) Regulatory Design Proposals, articulating new regulatory frameworks to address sensitive policy issues; (iv) Policy Reports, as instruments of public engagement, designed to inform both technical and non-technical audiences. We also organize Regulatory Workshops to discuss in an informal way a number of relevant regulatory issues with invited speakers, including academics, regulatory and supervisory authorities, practitioners, experts and stakeholders.

The ReAP group is currently composed by Teresa Andreani, Beatrice Baldini, Viola Cappelli, Federico D’Orazio, Emanuele Fazio, Fabio Garofalo McBritton, Andrea Giorgi, Öznur Uguz, Giorgia Valentini, Emmalucia Virardi and Edoardo Chiti.
